Christina Switzer
Christina Switzer has extensive experience practicing administrative law. She spent six years as an attorney with the Federal Energy Regulatory Commission, where she developed an expertise in regional transmission planning and cost allocation. Her work there included reviewing market-based rate and merger applications and updating electric quarterly report requirements. She has also represented the public interest in litigated rate cases and applications for certificates of convenience and necessity as an attorney with the Public Utility Commission of Texas.
Christina Switzer has extensive and varied experience in energy regulatory law developed during her tenure at the Federal Energy Regulatory Commission (FERC) and the Texas Public Utilities Commission.
Ms. Switzer spent six years as an attorney-adviser in the Office of General Counsel at FERC. As such, she is well-prepared to provide legal counsel on a variety of issues subject to FERC regulation, including transmission planning and cost allocation, market-based rate and section 203 applications, participation in energy markets and RTOs/ISOs, and EQR reporting. She has experience drafting pleadings and briefs and extensive knowledge of the FERC rulemaking process. After leaving FERC, she joined the Public Utility Commission of Texas where she represented the public interest in litigated rate cases and applications for certificates of convenience and necessity as an attorney.
FERC Projects:
- Worked with the multidisciplinary team that drafted Order No. 1000, the Commission’s landmark rule on regional transmission planning and cost allocation
- Coordinated the review and approval of Order No. 1000 compliance filings from PJM, MISO, ISO-NE, NYISO, SPP, and other utilities in the eastern interconnect
- Assisted in drafting the National Action Plan on Demand Response and Implementation Proposal
- Participated in updating EQR reporting
