Alana Steele has over 20 years experience in the energy industry as both a businessperson and attorney.  She has worked for governmental entities, utilities, law firms and renewable energy development companies.

As general counsel, she has provided advice to management on a wide range of legal and business issues (e.g., strategy, governance, compliance and risk management, corporate structure), as well as participating in all manner of contract negotiations (e.g., power purchase agreements, turbine and solar panel purchase agreements, engineering construction agreements, interconnection agreements, maintenance agreements) and energy project financing agreements.  She has also led renewable energy project development teams in every aspect of project development, from siting and real estate acquisition and land use permitting through construction and operations.

As outside counsel, she has represented electric generators, including developers and municipalities, before the Federal Energy Regulatory Commission (FERC) and the California Public Utilities Commission in proceedings involving both natural gas and electric transmission issues.  She won a significant FERC transmission access case, involving an issue of first impression – obtaining transmission access on a privately owned transmission line under the Federal Power Act, AERO Energy, LLC, Docket No. TX06-2-000.  In addition, she has represented clients of all sizes in contract negotiations, such as power purchase agreements (both buyers and sellers), employment contracts, and land leasing agreements for energy projects.

Marcia Anderson

Marcia Anderson has 21 years experience as an attorney, including positions with Enron, ONEOK and TransCanada. Ms. Anderson’s expertise includes contract drafting and negotiation including ISDA (1992 and 2002), CSA, guarantees, NAESB Gas Sale and Purchase Agreements, master agreements for software development, SaaS, and general commercial contracts.  She supported the finance activities, debt and securities offerings/filings, for an MLP owning interstate natural gas pipelines and midstream assets.   Ms. Anderson is familiar with the regulatory framework related to the ownership and operation of energy assets including FERC regulations and DOT/PHSMA.  Her experience includes M&A: due diligence, purchase and sale agreements, and asset transitions.

Christina Switzer

Christina Switzer has extensive experience practicing administrative law. She spent six years as an attorney with the Federal Energy Regulatory Commission, where she developed an expertise in regional transmission planning and cost allocation. Her work there included reviewing market-based rate and merger applications and updating electric quarterly report requirements. She has also represented the public interest in litigated rate cases and applications for certificates of convenience and necessity as an attorney with the Public Utility Commission of Texas.

Christina Switzer has extensive and varied experience in energy regulatory law developed during her tenure at the Federal Energy Regulatory Commission (FERC) and the Texas Public Utilities Commission.

Ms. Switzer spent six years as an attorney-adviser in the Office of General Counsel at FERC. As such, she is well-prepared to provide legal counsel on a variety of issues subject to FERC regulation, including transmission planning and cost allocation, market-based rate and section 203 applications, participation in energy markets and RTOs/ISOs, and EQR reporting. She has experience drafting pleadings and briefs and extensive knowledge of the FERC rulemaking process. After leaving FERC, she joined the Public Utility Commission of Texas where she represented the public interest in litigated rate cases and applications for certificates of convenience and necessity as an attorney.

FERC Projects:

  • Worked with the multidisciplinary team that drafted Order No. 1000, the Commission’s landmark rule on regional transmission planning and cost allocation
  • Coordinated the review and approval of Order No. 1000 compliance filings from PJM, MISO, ISO-NE, NYISO, SPP, and other utilities in the eastern interconnect
  • Assisted in drafting the National Action Plan on Demand Response and Implementation Proposal
  • Participated in updating EQR reporting
